PiratesPirates are those who sail the seas and are represented by a Jolly Roger. They are the free spirits of the sea who do not need to follow the rules of law or government, but instead living off their own rules. Although pirates are often associated with scum and villainy by the world, they became romanticised upon by soon-to-be pirates who looked up to the great Gol D. Roger. During Roger's execution, he stated that he had hidden his One Piece somewhere in the Grand Line for anyone strong enough to conquer. His dying words thus inspired many to take up the life of a pirate and commit pirate acts. Besides that, many pirates have the major goal of finding the 'One Piece' to become the next pirate king. Dreams come in many different forms and all pirates seek to one day make them reality. Pirates only appreciate their freedom, from enhancing their individual abilities to contributing their skills and traits to a crew to mapping out the world. All pirates have their own personal goals and aims, as well as enrolling themselves in a crew for unity and support. Whether you have a pure of evil heart, anyone can become a pirate. Many of which notorious for plundering, raiding and killings. Remember, the sea is your home and there is a whole world out there for you to explore.

ShichibukaiThe Royal Shichibukai consist of seven notorious pirates who ally themselves with the World Government. Only seven pirates are allowed to be in the Shichibukai and are turned privateers for the World Government. Although they work for the World Government, the Shichibukai do not technically have to care about or respect the Government or even other Shichibukai, and are often considered by the Marines to be no different from any other pirate. They do not offer open opposition to the rule of the World Government, but are not guaranteed to follow its orders either. They are only allowed to attack other pirates and must also pay the Government a tenth of their loot, though this rule is not usually followed at the very least. Each member of the Shichibukai must also have strong intimidation skills and a fearsome representation to put off others becoming a pirate and make them fear them. Some of the members do various tasks for the government, such as taking over new islands for the World Government and guarding nations, but their ultimate purpose is to keep other pirates in check. In case of a war, all Shichibukai will be summoned and must attend the battle with alliance to the Marines, otherwise risk their positions. Most importantly, the Shichibukai serve to help keep the balance of power the World Government hold. In exchange for these services, the Shichibukai are pardoned for their former actions and any existing bounties are rescinded. As they are no longer outlaws, they gain several diplomatic immunities and can carry out their business or pirating legitimately. A pirate may choose to join the Shichibukai if a space becomes open; which means that at least one Shichibukai must leave or be kicked from the group. However, in order for one to become a Shichibukai once this position opens up, one must be able to show their strength against other pirates while choosing to pledge loyalty to the World Government. Only high ranking admirals (or staff) may choose notorious pirates to appoint as Shichibukai. They do not also necessarily have to be pirates. If a none-pirate can display epic qualities in combat and have a high reputation, they too may be considered by the government. Remember that a pirate also have to attain a certain rank to be considered for admission. This rule is not as strict with other factions, yet it's most commonly pirates who get the position.

MarinesCollectively, the Marines are the military naval might of the World Government. They operate throughout the Blues and have a heavy presence in the Grand Line. Most people are recruited into the marines to serve and protect, acting as the authority in most lands. They are used mostly in wars and to hunt down criminals which involve any pirate and any organisation that challenged the law,order and might of the World Government. Although in theory this makes the marines a police force that promote law and order ('Justice'), this does not necessarily make them good hearted. Like pirates, some are considered to be corrupted and can use the powers of the marines to commit actions which benefit the individual. The duty of the Marines is to maintain a law and order throughout the world and impose the will and might of the World Government. They are therefore considered the key strategic development force in the World Government and are expected to obey its orders at will. Sometimes these orders are questionable, however they are expected to carry them out regardless of opinion. Amongst their duties is awarding bounty hunters the bounties on the heads of a criminal. They tolerate bounty hunters as a method of making their job easier but are known to go out bounty hunting themselves. Apprehended criminals who are brought in alive are handed over to be made an example of, the Marines are left to ensuring the exportation of these criminals to prison such as Impel Down and/or to their execution.

Cipher PolThe various Cipher Pol cells are stationed throughout the world and investigate for the World Government. They supplement the Intelligence Branch of the World Government's Marine forces, but seem to operate more as an counter-insurgency agency that also has more general law enforcement duties. If they encounter pirates, they will apprehend them, but, as an agency, Cipher Pol seems to focus more on political threats to the World Government than more generic criminals. This Cipher Pol has the license to kill any citizen that does not cooperate with the World Government or acts contrary to the interests of the World Government. Under certain circumstances, this will even require the assassination of certain individuals.CP Agencies found in the Grand Line and CP5 and above. CP1-CP4 operate in the Blues. As a player ranks up within the Cipher Pol, they may be awarded new martial art techniques and great rewarding. However the CP organisation are to be as secretive as possible, putting their work before anything else including emotion; family or friends. A failure in a key mission could result in harsh consequences.

Bounty HunterBounty Hunters are people who make a living out of catching criminals for the bounty on their head. The reasons behind a bounty hunter doing their job is often mixed. Some are hunting down criminals just for money, others to bring them to justice their way and some for fame. Bounty Hunters also act independently from other established law enforcement groups and are free to roam as they please. They also have no fixed workings and some may hunt solo or with others. While they are sometimes no better than criminals themselves, they are left alone to hunt criminals so long as they don't break the law while doing so. Regardless, all criminals caught are handed into the Marines dead or alive. All bounties collected will grant the Bounty Hunter money and rep, depending on how much the bounty was and how notorious the criminal was. Bounty Hunters may be given a better offer if bounties are captured alive.

Baroque WorksBaroque Works is a criminal organisation that was formerly led by Crocodile. Baroque Works now work as a criminal organisation composed of mercenaries who operate illegal activities in order to gain higher political statuses in many lands, most notable Arabasta Kingdom. They mostly take part in well carried out plans for a cause such as assassinations. They are widely used to spark rebellions and revolutionary ideals amongst the people of a country. Baroque Works agents often function as bounty hunters and take down pirates in order to earn more money to aid their operations. The Baroque Works system of code names is simple. All the main agents are given code names and address each other by these. No one knows the other agents' actual names. There are differences between male agents code names and female agents code names; male agents get a number in their name, while female agents are named after days and holidays. The ranking order among the organization goes by numbers; the smaller the number, the higher the rank an agent has.Baroque Works is run by the highest ranking individual, known as Mr.0 and his female partner whom is named after a holiday. Orders to other agents are filtered through a series of heavy proxies. This organisation is in hopes to one day achieve political domination and challenge the World Government.

CivilianThe most basic people around the world. Civilians can come from any background and location and be amongst any type of people. A civilian is just an average individual who does not involve himself with other factions. Essentially he/she is neutral and abides to the rules of the land, avoiding any modelling trouble. Most people tend to start their lives as an ordinary civilian before they get dragged into factions such as the marines, or pirates seeking crew members. Many civilians would rather just stay home to their average lives. To be born, to live, to die. As a civilian a player can start with any background, coming from the upper class luxurious life to the lower class slum of life. They may have a job and a caring family. Perhaps their homeland is the place they want to remain and defend. Overall some civilians can develop strong bonds with their neighbours, whom they share the commonality of both having live in this land. There tends to be a strong philosophy of co-existence, commune or even patriotism which unite the people together. Within this vague class, all individuals have variates of backgrounds and settings.

SlaveSlavery has existed even for 200 years after its abolition, due to cruelty and inhumane acts. Slavery still exists throughout the world, such as in Sabaody Archipelago where it is practised by the World Nobles. A slave is someone who is held against their will to do work for their 'Master/Mistress'. They can be used as a servant, trophy, pet etc. It's dependant on the ones who own the slave. Usually those who are officially enslaved are marked with some kind of symbol and mostly the "Hoof of the Soaring Dragon". The marks forever mark them as 'less human'. Some slaves must be kept well in place and the use of a slave collar is widely used, which also acts as a bomb collar (roughly 1,000,000. Bellis). If the slave attempts to escape, the bomb collar may activate which heavily injures the slave, if not, killing them. However the bomb collar is very expensive and most tend to settle for a standard slave collar. Anyone can be captured and enslaved in this world. However the act is considered illegal and will be pursued by the World Government, perhaps risking an increased bounty on the enslaver. Thus most enslaving goes on secretly and are sold to private underground organisations or private individuals for a negotiable price. Otherwise, they may be taken to the more so official areas such as Sabaody Archipelago, where slavery is more so tolerated, perhaps giving the best possible price. Slaves can be auctioned off, with a variety of prices for different species or skills. If not then they are usually kept at Sabaody, where players who wish to start as a slave may be kept. Otherwise an enslaver could keep their slave. A slave thus must live their new life as a servant to their master or mistress. However just as a slave can be made, they may also be easily freed. Slaves may therefore hold grudges against their ruler. No one involved in the slave market ever forgets the legend of Fish Tiger, who freed the slaves and led the invasion of Mariejois.
